Assists with recommendations, designs, and laying out transit routes reflecting new service, service changes, and various route amenities to provide the most effective service and efficient schedules to serve the public within the PSTA budget.
Supervised by Manager of Schedules with latitude granted for the exercise of independent judgment.
Prepares and conducts route surveys and collects and/or supervises the collection of data. Develops and implements survey techniques and process, and may supervise and participate in field studies.
Becomes familiar with PSTA’s service areas. Obtains information through passenger/operator complaints and suggestions regarding routing, to ensure that patrons’ opinions are considered, and PSTA services are effectively meeting the needs of its patrons.
Works with the Marketing Department to prepare and proof PSTA’s system map, public schedules and other public information materials.
Ensures uniform application of the Operators Labor Agreement is adhered to when developing driver assignments.
Uses HASTUS computer scheduling and run cutting systems, to ensure all data is properly maintained and entered.
Prepares all operator instructional documents i.e., operators paddles, left & right turns driver notes, deadhead travel instructions and loading/location maps.
Prepares statistical charts, maps and other documents to accompany studies, reports and presentations.
Real Time Information System:
Ensures bus stop data is properly entered into the Hastus GEO Map system. Generates AVL interface files and Google Transit interface files of all bus route and stop for each General Run Bid.
Reviews ridership, running times and load data for all PSTA routes, using the APC Software. Generates, reviews and analyzes the monthly On-Time Performance Report for schedule adherence. Generates, reviews, and analyzes PSTA ridership by routes. Develops and submits specific ridership reports i.e., wheelchair/bike rack ridership reports.
Bus Stop Database:
Reviews and monitors all changes to passenger amenities to ensure accuracy of PSTA bus Stop Database. Works with the Planning Department and Facility Maintenance Department regarding the various Pinellas County Municipalities during road construction to ensure bus stops are removed or added as needed.
May be required to perform other job related duties as assigned.
Education: Must possess high school diploma or G.E.D.
Experience: Minimum two years’ work experience doing some or all of the following functions: work planning or shift worker scheduling, data entry, proofreading. Must have experience manipulating data in spreadsheets. Must have a good safe driving record, discipline record, and overall work record. Must possess intermediate-level Excel skills, and proficiency in MS Word, PowerPoint, Outlook, and Access.
License: Must possess and maintain a Florida Driver’s License and will be required to obtain a Commercial Driver’s License, CDL B.
Testing: Interviews will include testing on intermediate-level Excel and MS Word and MS Access, computation skills and proofreading.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of: Computer operations including word processing, spreadsheets and e-mails; military time calculations.
Skilled in: Basic mathematical and quantitative skills; Generation, organization, and analysis of complex data, and using that data to make recommendations. Accurate data entry and proofreading.
Abilities: Analyze operating/scheduling data; communicate effectively both oral and in writing; proactively establish and maintain effective working relationships with employees at all levels, as well as external agencies and customers. Maintain confidentiality of written and verbal information. Must be a flexible & effective team player.
